O IRC é o único imposto cuja receita vai descer em 2027?Is IRC the only tax whose revenue will fall in 2027?

In the State tax revenue table of the 2027 budget, yes: IRC (corporate income tax) is the only tax with revenue forecast to fall in 2027 (-1.0%). But the same report also forecasts lower revenue from IMI (-5.6%) and IMT (-2.3%), municipal taxes that sit outside that table. The quote is still awaiting confirmation in the official transcript of the debate.

The only tax whose revenue will fall is IRC, Prime Minister. Don't you find it extraordinary that the only tax forecast to fall in terms of revenue is IRC? — Citação no original, em português.Quoted in the original Portuguese.

Todas as outras linhas sobem. In the State tax revenue table of the 2027 budget, IRC revenue is the only one that falls: from €9,704 million to €9,605 million. Every other line rises. The claim stops being accurate if “the only tax” includes municipal taxes: the same report forecasts falls of 5.6% in IMI and 2.3% in IMT.

The rating is “Correct, with caveats”. The sentence holds within the scope Paulo Raimundo seemed to mean — State tax revenue in the Government's proposal — but “the only tax” is no longer accurate if it includes taxes collected by municipalities. All 2027 figures are forecasts compared with estimates for 2026; they are not revenue already collected.

O que foi afirmadoWhat was said

Paulo Raimundo, secretary-general of the PCP, made the claim on 27 October 2026, on the first day of the general debate on the 2027 budget. He was replying to the Prime Minister, who had repeated that the budget does not raise a single tax, and pointed to the tax revenue forecast in the Government's proposal.

The sentence has two verifiable parts: that IRC revenue will fall and that it is the only tax in that position. The second depends on which taxes are counted.

02

O que é a «receita fiscal do Estado»What “State tax revenue” is

The 2027 budget report presents State tax revenue in a table of its own (Table 4.4). It includes taxes collected by central government — IRS, IRC, VAT, ISP (fuel tax), stamp duty, among others — but not municipal taxes such as IMI and IMT, which are municipal revenue and appear in another table (Table 4.12).

The two columns compare the estimated outturn for 2026 with the forecast for 2027. They are Government projections, not revenue already collected.

No quadro do Estado, só o IRC desceIn the State table, only IRC falls

No total, a receita fiscal do Estado cresce 4,2%.Of the lines in Table 4.4, the only one with revenue forecast to fall is IRC: -1.0%, or €99 million less. All the others rise, from IRS (+3.4%) to tobacco tax (+8.1%). In total, State tax revenue grows by 4.2%.

Nesse universo, a frase confirma-se.Within that scope, the sentence holds.

Ordem do Quadro 4.4. Order of Table 4.4.

A trajetória anunciada pelo Governo leva a taxa de 21% em 2024 para 17% em 2028.According to the report, the fall “reflects the 1 pp cut in the IRC rate”, whose effect on revenue is partly offset by the expected growth in economic activity. The path announced by the Government takes the rate from 21% in 2024 to 17% in 2028.

In other words, in this case the rate cut weighs more than the effect of economic growth on the tax base.

05

Nos municípios, IMI e IMT também descemIn the municipalities, IMI and IMT also fall

Outside the State table, the report forecasts local government tax revenue 2.8% lower in 2027, reflecting “the reduction in IMI (-5.6%) and IMT (-2.3%) revenue”. IMI goes from €1,754.0 million to €1,656.0 million and IMT from €2,240.5 million to €2,189.1 million.

If “the only tax” covers every tax in the budget, the sentence is no longer accurate: at least two municipal taxes have revenue forecast to fall.

There is also a minor case: the transfer to Social Security of the IMI surcharge revenue is budgeted 1.1% below 2026. It is not a line of the tax revenue table, so we do not count it as counter-evidence, but it does not rise either.

Receita não é o mesmo que taxaRevenue is not the same as rate

The sentence is about revenue, not rates. A rate can fall and revenue rise, if the economy, wages, profits or consumption grow; and revenue can fall for reasons other than the rate.

Sobre a frase do Primeiro-Ministro a que Raimundo respondia, ver a verificação «O OE2027 não aumenta um único imposto?».So the claim is not the same as saying IRC is the only tax whose rate falls: the 2027 budget also cuts IRS rates, and forecast IRS revenue rises. On the Prime Minister's sentence that Raimundo was replying to, see the fact-check “Does the 2027 budget not raise a single tax?”.

07

Porque o veredicto é «Correto, com ressalvas»Why the verdict is “Correct, with caveats”

The claim holds within the scope Raimundo seemed to have in mind: in the State tax revenue forecast in the 2027 budget, IRC is the only tax with falling revenue.

The caveat lies in the word “only”. Read as every tax in the budget, it fails: IMI and IMT, collected by municipalities, also have revenue forecast to fall. All figures are forecasts and may change with budget execution and amendments at committee stage.
