The rating is “Correct, with caveats”. Properties whose VPT was assessed or updated in 2023 enter the three-yearly cycle in 2026. The 1.04 coefficient raises the VPT by 3% for homes and by 4% for retail, services and industry; if the municipal rate stays the same, the effect reaches the IMI assessed and paid in 2027.
Ordinance (Portaria) no. 457/2026/1 set the currency devaluation coefficient for 2023 at 1.04. Article 138 of the IMI Code requires these coefficients to be applied every three years to the VPT of urban properties.
Nos prédios de comércio, indústria e serviços aplica-se o fator completo de 4%.For homes, building land and “other” properties, 75% of the factor applies: 75% of 4% is 3%. For retail, industrial and service properties the full 4% factor applies.
02Quem é abrangido — e quem não éWho is covered — and who is not
This cycle covers properties whose VPT was last assessed or updated in 2023. A home assessed in another year does not go up through this mechanism in 2026.
The VPT increase only produces the same percentage increase in IMI if the municipal rate and other conditions stay the same. Exemptions, family deductions, surcharges or changes decided by the municipality can change the final amount.
It is not an increase applied to every home in Portugal.
- Não é uma subida nacional da taxa de IMI.It is not a national rise in the IMI rate.
- O imposto respeitante a 2026 é liquidado e pago em 2027.The tax for 2026 is assessed and paid in 2027.
03Porque o título precisa de contextoWhy the headline needs context
The Government published the ordinance setting the currency coefficient, but applying that coefficient to the VPT follows from an automatic rule in the IMI Code in force since 2016. The 2027 budget proposal submitted to Parliament neither creates this cycle nor contains a general rise in the IMI rate.
Saying only that the “Government will raise IMI” turns a limited property-value update into what looks like a new decision to raise the tax for everyone. The body of the news item itself adds the caveats the headline leaves out.
04Exemplo de cálculoWorked example
IMI = VPT × taxa municipalIMI = VPT × municipal rate
For a covered home with a VPT of €150,000 and a municipal rate of 0.30%, IMI goes from €450 to €463.50 once the VPT rises 3% to €154,500. The difference is €13.50 a year.
This example keeps the rate and other conditions constant. It cannot be used to estimate how many owners are covered or the total revenue.

The fact-check uses the legislation and the 2027 State Budget proposal available on 27 October 2026. The budget process was still under way. The public sources consulted contain no consolidated count of the properties or owners covered by this cycle, so we do not quantify “thousands”. The rating concerns only the factual claim quoted, at the time it was made and with the official data available on the access date; it does not assess the policy proposal that accompanies it.
