Did Portugal really reach 2% of GDP on defence for the first time since 2014?
According to NATO's latest official estimate, Portugal reached 2.01% of GDP in 2025, and no year since the 2014 Wales Summit had reached 2%. In the years fully governed by the PS (2016–2023), the highest figure was 1.52%. But the 2025 figure is still an estimate, the 2% benchmark dates from 2006 and NATO's definition is not the one used in the national accounts. The quote is still awaiting confirmation in the official transcript of the debate.
With this Government we reached, for the first time, in 2025, the target of 2% of GDP on defence, taken on in 2014 by another AD Government at the Wales Summit, but never met by any of the PS Governments. — Citação no original, em português.Quoted in the original Portuguese.

In NATO's series, Portugal goes from 1.55% of GDP in 2024 to 2.01% in 2025, the first figure above 2% since the Wales Summit. In the years fully governed by the PS (2016–2023), the maximum was 1.52%. The sentence holds, with three caveats: 2025 is still an estimate, the 2% bar dates from 2006, and the series does not allow the result to be attributed to this Government alone.

ContextoContext
The rating is “Correct, with caveats”. The three numerical elements of the sentence hold in NATO's series: 2025 is the first year above 2% since the Wales commitment, and no year of the PS governments got there. The caveats concern wording and method: 2025 is an estimate, the 2% bar predates 2014, and reaching it under this Government does not, on its own, show that it happened because of it.

A afirmação e o contextoThe claim and its context
Nuno Melo, Minister of National Defence and leader of the CDS-PP, made the claim on 28 October 2026, in the parliamentary debate on the 2027 State Budget. The sentence has four verifiable elements: the 2025 figure, the idea of a “first time” since the 2014 commitment, the record of the PS governments, and what the target itself means.
The sentence refers to the target “taken on in 2014”. So the check starts in 2014, and it should not be read as “the first time in history” or “in democracy”: Portugal spent more than 2% on defence in earlier periods. In 2014 the country was governed by the 19th Constitutional Government, a PSD/CDS-PP coalition led by Pedro Passos Coelho; the name “Aliança Democrática” (AD) now refers to the coalition of those two parties with the PPM.

In point 14 of the Wales Summit Declaration of 5 September 2014, Allies already spending at least 2% of GDP undertook to keep doing so. Those below it, such as Portugal, undertook to halt any decline in spending, to increase it in real terms as GDP grew and to “aim to move towards the 2% guideline within a decade”.
The 2% benchmark was not born in Wales. According to NATO itself, the 2014 commitment built on a 2% of GDP guideline agreed in 2006 by Defence Ministers. Saying the target was “taken on in 2014” is acceptable in everyday language, but Wales reinforced an existing benchmark and set a deadline for it.

Between 2014 and 2024 the figure ranged from 1.24% to 1.55%. In 2025 it rises to 2.01% and in 2026 to 2.10%. In current euros, spending goes from €4,482 million in 2024 to €6,169 million in 2025 and €6,748 million in 2026.
The labels show who governed in each year. They place the figures in time; they do not assign each government sole responsibility for that year's spending.

Os anos dos governos do PSThe years of the PS governments
Nenhum desses anos atingiu 2%.The PS governments, led by António Costa, were in office from November 2015 to April 2024. In the years fully covered by those governments (2016 to 2023), spending according to NATO ranged from 1.24% (2017) to 1.52% (2021). None of those years reached 2%.
Os dois anos de transição também ficam abaixo: 1,33% em 2015 e 1,55% em 2024. Mesmo contando-os, a parte da frase sobre os governos do PS confirma-se na série da NATO.The two years of government change are also below: 1.33% in 2015 and 1.55% in 2024. Even counting them, the part of the sentence about the PS governments holds in NATO's series.

O que significa o 2,01% de 2025What the 2.01% for 2025 means
Não é ainda um valor fechado.NATO labels the 2025 and 2026 figures as estimates (“Figures for 2025 and 2026 are estimates”), based on what each defence ministry reports and on macroeconomic data used by the organisation. The most accurate wording is therefore: according to NATO's latest official estimate, Portugal reached 2.01% of GDP in 2025. It is not yet a final figure.
The sentence says the target was reached “with this Government”. Chronologically, that holds: 2025 was the first full calendar year of AD government and is the first year in the series above 2%. But a year's spending can reflect multi-year procurement decisions, commitments made by earlier governments, payments made later and changes in what is reported to NATO. The series shows when the bar was passed; on its own, it does not show that this happened only because of this Government's decisions.

NATO e contas nacionais: porque os números diferemNATO and the national accounts: why the figures differ
There is no single measure of “defence spending”. NATO uses its own definition; the national accounts (INE and Eurostat) use the COFOG classification. As the Public Finance Council explains, the two differ in scope and in when spending is recorded, and give very different figures: in 2023, 1.3% of GDP according to NATO and 0.8% in the national accounts.
In Eurostat's series, general government spending on defence was 0.8% of GDP in each year from 2019 to 2023 and 0.9% in 2024 (provisional); the 2025 figure has not yet been published. The two measures should not be combined in a single series. The commitment the sentence refers to is NATO's, so it is NATO's definition that it should be checked against.
A NATO inclui as pensões de militares e de civis aposentados do Ministério da Defesa; a COFOG não as conta como defesa.NATO includes the pensions of retired military personnel and of civilians retired from the Ministry of Defence; COFOG does not count them as defence.
A NATO pode incluir, sob certas condições, outras forças com natureza militar, e exclui a defesa civil, que a COFOG inclui.NATO may include, under certain conditions, other forces of a military nature, and excludes civil defence, which COFOG includes.
A NATO regista pagamentos; as contas nacionais registam o equipamento militar quando é entregue, o que pode deslocar a despesa entre anos.NATO records payments; the national accounts record military equipment when it is delivered, which can shift spending between years.

Porque a classificação é «Correto, com ressalvas»Why the verdict is “Correct, with caveats”
The three numerical elements hold in NATO's official series: 2.01% in 2025; no year between 2014 and 2024 reaches 2%; and none of the years fully governed by the PS reached the bar. Even on the most demanding reading, the result does not change.
The caveats concern wording and method: the 2025 figure is an estimate and may be revised; the 2% benchmark has existed since 2006 and Wales set a ten-year path towards it; the spending measured by NATO is far higher than in the national accounts; and timing alone is not enough to attribute the cause to this Government.
